The City of Santa Clara is excited to be planning for the revitalization of our Downtown by developing a Precise Plan that will provide guidance for new development within a portion of the Downtown Precise Plan Focus Area (as identified in the General Plan) through policies, guidelines, and illustrations that implement the community vision and objectives for a vibrant, pedestrian-oriented destination Downtown.
The Precise Plan process will occur in close collaboration with Reclaiming Our Downtown (ROD), the Old Quad Residents Association (OQRA), Santa Clara University (SCU) and all interested community members. The foundation for the Downtown Precise Plan has been laid through the completion of a series of community planning workshops between October 2015 and November 2017 where community input on a vision for the Downtown’s future was gathered.
The Downtown will serve as an important gathering place within the local community as well as a symbolic center for all of Santa Clara, continuing the City’s focus on “Placemaking” as a key strategy to support quality of life for all Santa Clarans.
The first step in the planning process is to engage a consultant team to support the City in the preparation of the Precise Plan. Once a consultant has been selected, a more detailed project schedule will be developed. An overview of the typical planning process timeline is depicted below. The planning process will start with an existing conditions analysis, followed by various forms of community outreach, including workshops, to receive community input on visioning, land use, circulation, and design standards. Layered within this process will be review and input from the Downtown Community Task Force (DCTF), as well as the greater community.
Downtown Precise Plan Area Boundary
The Downtown Precise Plan planning area encompasses approximately 25-acres of land bounded by Benton Street, Lafayette Street, Homestead Road, and Madison Street, as shown below.
Downtown Community Task Force (DCTF)
The Downtown Community Task Force (DCTF) was approved by the City Council at their meeting on December 4, 2018. The members of the DCTF include representation from a diverse range of backgrounds and perspectives including the Old Quad Residents Association, Reclaiming Our Downtown, Santa Clara University, and the Historical and Cultural Commissions. The DCTF is advisory, non-voting and will meet over the course of the Downtown Precise Plan planning process to provide input on the vision, land use, circulation, and urban design aspects of the Plan, as well as key policy issues.
DCTF Meeting #1
The first DCTF meeting occurred on Thursday, December 20, 2018 from 6 p.m. to 8 p.m. at Santa Clara City Hall in the Council Chambers (1500 Warburton Avenue). The purpose of this meeting was to allow the DCTF to review and comment on the draft scope of work for the consultant Request for Qualifications (RFQ).
DCTF Meeting #2
The second DCTF meeting occurred on Tuesday, July 23, 2019 from 6 p.m. to 8 p.m. at Santa Clara City Hall in the Council Chambers (1500 Warburton Avenue). The purpose of the meeting was to review topics/items of discussion for future Task Force meetings and update on the Precise Plan consultant selection process and work scope.
While participation in the DCTF meetings will be limited to appointees, the meetings will be public and members of the community will have an opportunity to provide input at the meeting.
DCTF Meeting #3
The third DCTF meeting occurred on Wednesday, October 2, 2019 from 6 p.m. to 8 p.m. in the Santa Clara City Hall Council Chambers. The purpose of the meeting was to review outcomes of the community outreach previously conducted on the Downtown. In 2015 and 2017 a series of meetings were held with the community to discuss and seek input from them on their vision for downtown development.
DCTF Meeting #4
The fourth DCTF meeting occurred on Wednesday, October 30, 2019 at 6 p.m. in the Santa Clara City Hall Council Chambers. The purpose of the meeting was for the DCTF to meet the consultant team and discuss the project outlook.
